Swapped the order of the ath. login tests so we try the more-specific institution code before the more-general site-prefix.

Need to put the new jar live today if we're going to meet the Wednesday deadline for the client.

CVS committed, unit tested on the appserver. Now for jsitetest, release tag, release.
