Translated the excel file which lists tile areas into csv format so we can work with it.

We're going to be using original tile13 for the development tests - Western Europe.

First step is to slice it up. How large should the tiles be? Going to start with 200 pixels and see how that works out. That means that the atlas will be 600px square on entry pages.
