Tile generation is complete for the test dataset, and I'm running a batch conversion to gif files.

The tiles look to be a useful size, and most of them seem to contain at least one feature for which we can generate an entry (gazeteer permitting).

Started roughing out the atlas rendering system. Added a LonLat class and unit tests for it.
