Set up a test page for the atlas at xplus/atlas.jsp

The page is very dumb at the moment - it knows nothing about maps, entries or anything else. It stitches together a 3x3 grid of tiles so we can see how the final map will look and allows you to navigate around tile-by-tile in our eight directions.

The size of the map feels OK and the tiles join up without visible seams. Hurrah!

Next to add lon / lat knowledge to the system.
