Modified db structure stlightly, adding a projection table so we can handle atlases in formats other than Mercator.

Created value objects to represent AtlasTile, AtlasView.

Created AtlasDAO to handle the data access.

Wrote test script which uses AtlasDAO to store tile details in the db. Applied it to the test dataset so we've got some real data in the db (db_dev at this stage).

Tomorrow to hook up the renderer so we can feed in a LonLat and obtain a view of the atlas.
